Good Afternoon Echo Highlands,
Your neighborhood officers wanted to provide you with some information as we are coming up on the month of May. We hope that everyone is doing well and following recommendations to continue to stay safe during this time. Below you will find some information that you may find helpful.
At the moment it appears that our May Neighborhood meeting will probably be canceled as the city has not fully re-opened yet and has no immediate plans to open yet. As always you can reach out to us about issues/concerns.
The secondary speed hump location installation at the intersection of Winewood Rd and Petticoat Way has been delayed due to the COVID-19 as installation requires team of people to do so. This information was provided by the director of transportation.
Recycling pickup is still paused by the city. Currently there is no timetable to bring it back.

As you may know the Birmingham City Schools (BCS) Superintendent Dr. Herring will be leaving to take a position with the Atlanta City Schools system. Dr. Ragland said the board should be meeting in the next few days to discuss the transition process in replacing Dr. Lisa Herring.

Good Afternoon Echo Highlands,
I also wanted to remind everyone that our April neighborhood meeting has been canceled. We hope that all residents are doing what is required and necessary for them to stay safe and healthy during this time.
Attached is the trash and brush pickup schedule for the month of April.
Please keep in mind that if you are getting outside or utilizing parks that outside equipment, seating, rails, keypads, gas pumps, and etc. are probably not being cleaned. So use caution when outside of your home.

Basic information …simple, effective….the reason to just do it. Please feel free to share….
* The virus is not a living organism, but a protein molecule (DNA) covered by a protective layer of lipid (fat), which, when absorbed by the cells of the ocular, nasal or buccal mucosa, changes their genetic code. (mutation) and convert them into aggressor and multiplier cells.
* Since the virus is not a living organism but a protein molecule, it is not killed, but decays on its own. The disintegration time depends on the temperature, humidity and type of material where it lies.
* The virus is very fragile; the only thing that protects it is a thin outer layer of fat. That is why any soap or detergent is the best remedy, because the foam CUTS the FAT (that is why you have to rub so much: for 20 seconds or more, to make a lot of foam).
By dissolving the fat layer, the protein molecule disperses and breaks down on its own.
* HEAT melts fat; use water above 25 degrees Celsius for washing hands, clothes and everything. In addition, hot water makes more foam and that makes it even more useful.
* Alcohol or any mixture with alcohol over 65% DISSOLVES ANY FAT, especially the external lipid layer of the virus.
* Any mix with 1 part bleach and 5 parts water directly dissolves the protein, breaks it down from the inside.
* Oxygenated water helps long after soap, alcohol and chlorine, because peroxide dissolves the virus protein, but you have to use it pure and it hurts your skin.
* NO BACTERICIDE OR ANTIBIOTIC SERVES. The virus is not a living organism like bacteria; antibodies cannot kill what is not alive.
* NEVER shake used or unused clothing, sheets or cloth. While it is glued to a porous surface, it is very inert and disintegrates only
-between 3 hours (fabric and porous),
-4 hours (copper and wood)
-24 hours (cardboard),
- 42 hours (metal) and
-72 hours (plastic).
But if you shake it or use a feather duster, the virus molecules float in the air for up to 3 hours, and can lodge in your nose.
* The virus molecules remain very stable in external cold, or artificial as air conditioners in houses and cars.
They also need moisture to stay stable, and especially darkness. Therefore, dehumidified, dry, warm and bright environments will degrade it faster.
* UV LIGHT on any object that may contain it breaks down the virus protein. For example, to disinfect and reuse a mask is perfect. Be careful, it also breaks down collagen (which is protein) in the skin.
* The virus CANNOT go through healthy skin.
* Vinegar is NOT useful because it does not break down the protective layer of fat.
* NO SPIRITS, NOR VODKA, serve. The strongest vodka is 40% alcohol, and you need 65%.
* LISTERINE IF IT SERVES! It is 65% alcohol.
* The more confined the space, the more concentration of the virus there can be. The more open or naturally ventilated, the less.
* You have to wash your hands before and after touching mucosa, food, locks, knobs, switches, remote control, cell phone, watches, computers, desks, TV, etc. And when using the bathroom.
* You have to HUMIDIFY HANDS DRY from so much washing them, because the molecules can hide in the micro cracks. The thicker the moisturizer, the better.
* Also keep your NAILS SHORT so that the virus does not hide there.

The Buggs Crematory re-zoning hearing was pulled from the February 18, 2020 city council meeting by the applicant. The new hearing date is scheduled for March 24, 2020. It is now more important than ever to voice your opinion on this issue! If you would like to have your voice heard by the council who will be voting on the issue you want to attend the council meeting. The case number is ZAC2019-00028. Birmingham Water Work Board is having a public hearing on the 2020 budget including a possible rate hike on November 14, 2019 at 5:30 p.m. at 3600 1st Ave North.

During the meeting the status of speed humps were discussed. Currently the city has approved two locations for speed humps on Winewood Rd. The first is at the intersection on Winewood Rd and Petticoat Way. The other location is Winewood and Indian Summer.
The Echo Highlands Neighborhood did approve the purchase of street sign toppers for previously discussed locations along with pole banners with Echo Highlands on it.
At the time of the meeting the design that had previously been discussed was not available but was to be emailed out and has been provided here: Design Pt1, Pole Banner and Design Pt2, Street Sign Topper.
We also heard from the new principal at Sun Valley Elementary School Ms. Stitt. As well as all three candidates for the upcoming District 1 Council Election.
Dr. Ragland District 1 Birmingham City Schools member spoke about the school system and renewing the tax for Birmingham City School that is on the special elections ballot.
If you are interested in serving Echo Highlands as Secretary please let either President Harden or Vice President Matthews know.

Echo Highlands got the opportunity to hear from Dr. Ragland as well as Dr. Chapman and Dr. Sullivan from the Birmingham City Schools system in regards to the potential changes to the feeder patterns and the changes schools on this side of town would see. The numbers they projected the schools in our area would have after the changes are here.

Echo Highlands got the opportunity to here from District 1 Councilor Woods, and well as District 1 School Board Member Dr. Ragland. Dr. Ragland will be coming back to next month's meeting to provide more information on the education system.
We also hear from the Assistant Principal at Smith Middle School Tarria Walter and how she encouraged neighbors to have more involvement by volunteering at Smith Middle School.
January 2019 Meeting

There was no meeting agenda. Echo Highlands did get the chance to hear from our recently appointed council representative Councilor Clinton Woods.
We also heard from Ms. Katrina Thomas, Zoning Administrator with the City of Birmingham in regards to the cellphone tower potential project in the Valley Crest community of Echo Highlands. Although the company hasn't officially filed an application with the city she gave us general information on what is allowable in our area and the criteria the currently unknown company would need to follow. The potential tower would due to the possible size (200 ft tall) would need file and get exceptions to some of the rules do to size. That document information can be found here. The District 1 Town Hall meeting will occur on Jan 22, 2019 at East Pinson Valley Rec Center starting at 5:30 p.m. Mayor Woodfin in conjunction with Councilor Woods along with city department heads will be available.
New officers for Echo Highlands will be sworn in Jan 10 at 6 p.m at the Boutwell which will be followed by the Mayor's public safety meeting at the same location.
Birmingham City Schools will have a public meeting on Charter Schools on January 10, 2019 6 p.m. at the Lincoln Professional Development Center, 901 9th Ave N. Birmingham, Al.
On January 14, 2019 at 6 p.m. the school board will be having a meeting at Huffman High School about potential changes to the school system feeder patterns and school zoning.
The library announced that they will be having free Tax Return preparation and filing based on income. Please contact the library to find out more about the program. The January 2019 library schedule can be found here.
November Meeting

There was no meeting agenda. Echo Highlands will be having a December meeting during the normally scheduled first Thursday of December which will be December 6, 2018.
Valley Crest neighbors told everyone at the meeting of a potential plan to rezone a portion of that neighborhood to commercial for the purpose of putting a cellphone tower on the property.

Due to a conflict, the Keep Birmingham Beautiful City-wide Cleanup, the shred-a-thon and recycling event will not be held on Saturday, Nov. 3. Stay tuned for a new date.
· The city’s bulk trash pick-up schedule for November is now available. Please know that bulk trash will not be picked up on holidays. Please see attachment for details.
· The annual Veterans Day Parade will be held on Monday, Nov. 12 at 1:30 p.m. City Hall will be closed on this day. Due to construction around downtown Birmingham, the parade will have a new route near Railroad Park. For more information, please visit: http://nationalveteransday.org/.

· Votes from you and countless others helped Sixteenth Street Baptist Church win a national grant to help complete the restoration of the church’s historic windows, cupola, and bell towers. In 1963, a bomb planted by segregationists killed four girls and injured several. The church remains a national landmark. Mayor Woodfin said the grant will help ensure that the church’s legacy remains strong. “I join every resident of Birmingham in celebrating this huge award for 16th Street Baptist Church. Sixteenth Street is so much more than a building – it symbolizes the resilience of those who fought tirelessly in the name of justice. It’s a cornerstone of our city and a living monument to social justice.” For more info on this project, go here.
· The temporary pop-up shop on the first floor of City Hall is now closed. If you want to buy a “Putting People First’’ T-shirt, you will have to visit OPI on the third floor at City Hall. You will have to pay for the shirt on the first floor at the cashier cage. Then, bring your receipt to the third floor to get your shirt. Shirts are $10.

The neighborhood elections for Echo Highlands will be held on October 30, 2018 from 7am -7pm at the East Pinson Valley Recreation Center behind the front desk where our Echo Highlands neighborhood meetings are held. Absentee voting is available and more information can be found on that here. Please ignore the location listed on the document as the location for in person voting was incorrect for us.
The City of Birmingham will be hosting a City Wide Fall Clean up on Saturday, October 20th at Echo Highlands Park from 8am to 12pm. More information can be found on the Hands on Birmingham website.

We also heard from GASP about the North Birmingham pollution issue and ABC Coke permit process. GASP provided a brochure that can be found here.
The Jefferson County Department of Health is hosting two public hearings on the ABC Coke pollution permit on Thurdsay, November 15 at 10am and at 7pm. The hearing will be held in Conference Room A at JCDH (1400 6th Ave S, Birmingham, Al 35233). Additional information can be found here.

Happy New Year!
The agenda from January's Neighborhood Meeting is below.
We wish President Johnson a speedy recovery with injuries from his accident.
* There is a scheduled cleanup for Echo Highlands park with participation by various organizations as an MLK day of Service event. Echo Highlands residents need to participate. Information about that event is available here.
* The Northeastern Area Framework Plan planning and implementation committee meeting is scheduled for Jan 11, 2017 from 6:30pm - 8:30pm at the Northeast YMCA 628 Red Lane Rd. Birmingham AL 35215. This is the YMCA next to Arby's and the new Hardee's on the parkway.
* Councilor Scales discussed a few things at the meeting and provided information that can be found here.
November Meeting Agenda

During our November neighborhood we received two request from Sun Valley Elementary School. The first was for the Sun Valley science fair judging competition taking place on November 14th from 9am to 11am. It was requested that we provide breakfast that morning for the judges. A collection was taking and you can contact President Ken Johnson on the contact page about the details if you would like to participate.
The second request was for assorted nonperishable snack items for the Sun Valley Aspire Tutoring Program that occurs after school from 3:13pm to 5:15pm for students that started on October 4, 2016 and ends on March 23, 2017.

Rental Ordiance Resolution - Draft Presented

The Rental Ordiance Resolution Draft was presented to the Echo Highlands neigbhorhood during the July meeting. It was approved as the Draft and the minor issues will be corrected. The plan is to present the Rental Ordiance at the July 20 CAB meeting when Timothy Gambrel will be present to talk to residents of Birmgingham about the Zoning Ordiance changes planned.

National Society of Black Engineers - Birmingham Professional Chapter bring SEEK to Birmingham

NSBE SEEK – Birmingham 2015
This FREE three-week program will be open to students currently enrolled in grades 3-5.
The program is a commuter-based program for students, Monday through Friday, 8:30 am and ending at 3:30 pm.
SEEK student participants will:
- Participate in hands on engineering projects
- Learn about the roles and responsibilities of engineers

How Huffman High School's graduation rate shot up 50 points in 4 years

AL.com article reported drastic improvement in area school.
BIRMINGHAM, Alabama -- Despite losing a superintendent this year, the Birmingham City School system saw crucial gains in its graduation rate.
That rate improved from 66 percent to 78 percent over the past year. Over the last four years, graduation rates are up a dramatic 23 percentage points.

Doors open at 6pm and the program will begin at 7pm at the Huffman High School Gym.

District 1 Movie and Music Nights
Come out to the District 1 Movie and Music nights that will occur for the next two months. These events are put on by your District 1 Council Member Lashunda Scales in conjunction with the City of BIrmingham. Two of the planned events have already occurred but there are two more scheduled.

Starting with the June election all voters must present a valid photo ID to be eligible to vote!!!!
The word document has dates for when the Secretary of State will making mobile visits to assist voters who will need ids.
The photo voter ID law will take effect in the first statewide primary of 2014, which is June 3rd.
A voter can use any of the following forms of photo ID starting June 3, 2014: If you have any of these forms of ID you do not need a Voter ID

Pay Day Loan Moratorium Discussion at City Hall

December 10, 2013 Item 1 and Item 22 on the agenda
In the upcoming regulary held Birmingham City Council meeting on the agenda will be the Pay Day Loan Moratorium. As an Echo Highlands citizen it is up to us to express our concerns in regards to pay day loan companies in our neighborhood and how we would like to continue the moratorium.
The meeting will be December 10 2013. You need to get to city hall early around or before 9am in order to get added to the list to speak during the meeting. Echo HIghlands needs to become more active in what is happening in BIrmingham and Echo Highlands so let your voice be heard.

The City of Birmingham in conjunction with the CIty of BIrmingham Planning and Engineering Department will be having a meeting in regards toFuture Land Use Plan as it relates to the CIty of Birmingham's Comprehensive Plan which has been designed to plan out a 20 year policy and strategic framework for the City of Birmingham.
The Birmingham Planning Commission will hold a public hearing on Wednesday, February 5, 2014 (not February 4 as previously stated) at 8:30am in the City Council chambers of Birmingham City Hall to consider the Future Land Use Plan Map. The Future Land Use Plan is an element of the Comprehensive Plan and is advisory in nature. It does not have the force of law. It is intended to help achieve the city’s long-range vision of growth conceived with a 2030 time horizon in mind; understanding the amount of job growth and household growth that can be achieved.

Neighborhood Alert!!!!!!!!

It has come to the attention that over the Thanksgiving Holiday and up until early December that there were a few breakins in the neighborhood. It is up to each and every neighbor in Echo Highlands to do their part in preventing crimes and one of the best way to prevent crimes is to know your neighbor.
If you don't know your neighbor at least know the regular traffic in and around your home and if you see somthing out of the ordinary call the police. As members of the Echo Highlands neighborhood and Birmingham citizens we have to be active in combating crime.
Better safe than sorry!
